Welcome to a Conversation with History. I'm Harry Kreisler of the Institute of International Studies. Our guest today is Alexey Arbatov, who is a deputy of the State Duma of the Federal Assembly of the Russian Federation. He is deputy chairman of its Defense Committee and heads the Commission for Defense Security and Ratification of International Treaties.

Dr. Arbatov is a member of the council of the Yabloko faction, a political party in Russia. From 1976 to 1994, he was a senior researcher of the Institute of the World Economy and International Relations of the Academy of Sciences of the USSR in Moscow. He is a Doctor of History.
