ith the demise of a bipolar world and the increase in small-state conflicts and civil wars, the United Nations has the opportunity to play an expanded role in peacekeeping, peacemaking, and enforcement. This opportunity was first seen in the UN's response to the invasion of Kuwait by Iraq; but will such action set a precedent for future UN activities? Recent UN rhetoric has indicated a desire to play an even greater role in the management of world affairs, but will the UN's leading nations be willing to back up the grand gestures?
